Dual status excepted service National Guard Technician position Type of employment: Enlisted and Warrant Officer MOS: 42, 36B, 51C, 92A, 92Y, or 92Y Wear of the military uniform is a condition of employment Applicants not in the MDNG must demonstrate eligibility for membership Carries out the pre-award contracting process in establishing project objectives and time frames. During post-award process, conducts pre-construction/pre-performance conferences, coordinates work schedules, obtains and reviews bonding and proof of insurance to determine compliance with contractual requirements and reviews and approves or recommends approval of material submittals. As necessary, takes action to terminate a contract for convenience of the government or default by the contractor. Provides technical guidance and assistance to other contract specialists and purchasing agents of lesser experience who may require guidance and counsel. Performs other duties as assigned.
General
Experience: Minimum Requirements:
A. A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.ORB. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing economics, industrial management, marketing, quantitative methods, or organization and management.(This requirement can be obtained within the degree or in addition to the degree.)
AND
C. The Defense Acquisition Workforce Improvement Act (DAWIA) dictates specific education, training requirements, knowledge and experience factors for Acquisition Corps Officers and individuals holding Contracting Officer positions above the simplified acquisition threshold must meet certain criteria. Groupings of education, training and experience standards provide the framework for progression in a career field and are used for the purpose of characterizing an acquisition officer's qualifications within a given career field. If applicants have not completed all the training required for their current position, they may not be considered as candidates to fill the vacant position on a promotion basis. If prevented from completing mandatory courses, this certification must be met within 18 months of selection. The three career levels are:
Level I: Basic or Entry level positions at GS-5 to GS-9.
Level II: Intermediate or Journeyman level positions, GS-9 to GS-12.
Level III: Advanced or Senior level positions, GS-13 and above.
GS-09: Must have at least 12 months experience equivalent to at least GS-7 or 2 full academic years of progressively higher level graduate education, or master's or equivalent graduate degree or LL.B. or J.D. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-9 position.
GS-11 - Must have at least 12 months experience equivalent to at least GS-9 or 3 full academic years of progressively higher level graduate or Ph.D. or equivalent doctoral degree. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-11 position.
Substitution of Education for Specialized
Experience: Effective October 1, 2000 the Department of Defense implemented Title 10, United States code, sections 1723 through 1733, that put a positive educational requirement on this series, however if an individual occupied a GS-1102 position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, are exempt from the educational requirement.
Applicants who are substituting education for specialized experience (totally or partially) must submit either an official transcript or a statement from the registrar, dean, or other appropriate official of the OPM approved educational institution (military schools & most technical schools included).
Other Requirements: A pre-employment physical or medical screening may be required for placement to this position Selectee will be required to participate in Direct Deposit/Electronic Funds Transfer (DD/EFT) program as a condition of employment.
Security Clearence Requirement: Employment is subject to attaining and maintaining a security clearance as required by the position Failure to complete prescribed courses for new personnel within the first year of employment may be cause for reassignment or termination.
Note: Permanent Change of Station (PCS) allowance is not authorized for this position based on a determination that a PCS move is not in the Government''s interest.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
